The Winter Session of Parliament witnessed a significant legislative move as the central government introduced the “Health Security & National Security Cess Bill, 2025” in the Lok Sabha. The bill has already sparked intense political debate, with members from across the aisle preparing for a prolonged discussion on its implications, objectives, and expected impact on citizens.
According to government sources, the proposed bill aims to mobilize additional revenue specifically for two critical areas: public health infrastructure and national security preparedness. With recent global health trends and geopolitical tensions highlighting vulnerabilities, the government argues that a dedicated cess will strengthen India’s long-term resilience.
The bill proposes a structured cess mechanism on selected goods and services, ensuring a steady flow of funds for strengthening disease surveillance systems, emergency medical response networks, health research, and upgraded defence capabilities. The government claims that combining health and security priorities in one framework will allow faster allocation and improved coordination during national emergencies.
However, the opposition strongly contested the bill’s timing and structure. Several MPs questioned whether an additional cess might burden citizens already coping with inflation and high living costs. Others demanded clarity on accountability measures, fund allocation processes, and whether the government will submit periodic expenditure audits.
