The MoUs establish a framework for project development rather than confirming that the entire investment has received final approval or that construction has commenced.
₹35,000 Crore Thermal Power Plant to Add 3,200 MW Capacity
The largest component of NLC India's Odisha expansion plan is a proposed 3,200 MW ultra-supercritical coal-based thermal power plant.
The facility is expected to comprise four generating units, each with an installed capacity of 800 MW.
The project involves an estimated investment of ₹35,000 crore and could create employment opportunities for approximately 4,000 people.
Ultra-supercritical thermal power technology operates at higher steam temperatures and pressures than conventional coal-fired power plants.
This enables improved thermal efficiency, allowing power stations to generate more electricity from a given quantity of fuel compared with less efficient conventional technologies.
The proposed project is intended to strengthen electricity generation capacity and support growing industrial and commercial power requirements.
However, the development schedule will depend on land acquisition, statutory clearances, environmental approvals, financing arrangements and project execution.
New Thermal Project Planned Separately From Talabira Power Plant
NLC India has clarified that the proposed 3,200 MW thermal power project is separate from its ongoing Talabira power generation development in Odisha.
The company is already constructing a 2,400 MW thermal power plant associated with its Talabira coal mining operations.
The existing project comprises three units of 800 MW each and involves an estimated investment of approximately ₹27,213 crore.
In January 2024, NLC India awarded the engineering, procurement and construction contract for the Talabira project to Bharat Heavy Electricals Limited.
The power plant is linked to the Talabira II and III opencast coal mines, which have a combined annual production capacity of approximately 20 million tonnes.
The addition of another proposed 3,200 MW facility would substantially expand NLC India's thermal power development pipeline in the state.
The location and land-related arrangements for the new project are reportedly at an advanced stage of finalisation.
₹2,000 Crore Beach Sand Mineral Processing Facility Planned
NLC India also proposes to establish a beach sand mineral processing facility in Odisha with an estimated investment of ₹2,000 crore.
The facility is expected to create approximately 500 employment opportunities.
Odisha's coastline contains deposits of heavy minerals that can support downstream mineral processing and industrial applications.
Beach sand mineral deposits may contain commercially valuable minerals such as ilmenite, rutile, zircon and other heavy mineral resources, depending on the geological characteristics of the deposits.
These minerals are used in industries including ceramics, pigments, advanced materials and manufacturing.
The proposed facility would focus on mineral processing and value addition rather than limiting industrial activity to the extraction and sale of raw materials.
However, NLC India has not disclosed the planned facility's production capacity, exact location or implementation timeline.
The project's development will depend on resource assessments, applicable mineral regulations, environmental permissions and commercial feasibility.
Coal Gasification Project to Explore Fertiliser Production
The third MoU focuses on exploring coal gasification opportunities in Odisha and their potential application in fertiliser manufacturing.
Under the agreement, NLC India will examine the technical feasibility of converting coal into synthesis gas, commonly known as syngas.
Coal gasification involves processing coal under controlled conditions to produce a mixture of gases, primarily carbon monoxide and hydrogen.
Syngas can be used as an industrial feedstock for producing chemicals, fuels and materials required in certain fertiliser manufacturing processes.
The proposed initiative could create opportunities for integrating domestic coal resources with downstream chemical and fertiliser industries.
However, the project remains at the feasibility assessment stage.
NLC India has not announced a final investment amount, plant capacity, project location or implementation schedule.
The commercial viability of the initiative will depend on technology selection, feedstock availability, environmental requirements and economic considerations.
Proposed Projects Could Generate Approximately 4,500 Jobs
The two projects with disclosed investment estimates are expected to generate approximately 4,500 employment opportunities.
The proposed thermal power plant could create around 4,000 jobs, while the beach sand mineral processing facility is expected to generate another 500.
These employment estimates reflect the potential economic contribution of the projects.
Large industrial developments can also create indirect demand for construction services, equipment suppliers, transportation providers, maintenance contractors and local businesses.
The scale and duration of employment will depend on project implementation and the distinction between construction-related and permanent operational positions.
For Odisha, the proposed investments could support industrial activity in regions connected to mining, power generation and mineral processing.
NLC India Expands Coal Mining Portfolio in Odisha
NLC India's investment plans come as the company continues to strengthen its coal mining operations in Odisha.
The company has expanded its resource portfolio through coal block allocations intended to support future power generation and industrial requirements.
Its Machhakata coal block in Angul district has a planned annual production capacity of approximately 30 million tonnes.
The New Patrapara South coal block has a planned capacity of approximately 12 million tonnes annually.
Development of these resources could strengthen the company's long-term fuel supply position.
Access to coal resources is particularly important for thermal power producers because fuel availability and transportation costs significantly influence operating economics.
However, mining development remains subject to regulatory approvals, land access, environmental requirements and infrastructure readiness.
NLC India and NALCO Partner for 1,080 MW Captive Power Project
NLC India has also entered into a partnership with National Aluminium Company Limited (NALCO) for captive thermal power generation in Odisha.
The two public sector enterprises signed a joint venture agreement in July 2026 to develop a 1,080 MW captive thermal power plant at Angul.
Under the arrangement, NLC India and NALCO will each hold a 50% equity stake in the proposed venture.
The facility is intended to meet the electricity requirements of NALCO's aluminium operations.
Aluminium production is highly electricity-intensive, making reliable power supply an important factor in manufacturing efficiency and production costs.
The proposed captive power project represents another area of cooperation between public sector companies in Odisha's energy and industrial infrastructure.
Odisha Government Supports Industrial Investment Initiative
The MoUs were signed by NLC India Executive Director (Mines and Land) I.S. Jasper Rose and IPICOL Managing Director Aboli Sunil Naravane.
The signing ceremony took place in Mumbai in the presence of Odisha Chief Minister Mohan Charan Majhi.
Other senior officials attending included Additional Chief Secretary Hemant Sharma and NLC India Chairman and Managing Director Prasanna Kumar Acharya.
The partnership reflects cooperation between the state government and a central public sector enterprise to promote industrial infrastructure development.
Odisha has significant mineral resources and an established industrial base across sectors including mining, steel, aluminium, power generation and related manufacturing activities.
Investment in electricity infrastructure and downstream mineral processing could strengthen the state's industrial ecosystem.
Investment Supports India's Energy and Industrial Development
NLC India's proposed projects align with broader efforts to expand domestic energy infrastructure and promote industrial value addition.
India continues to require reliable electricity generation capacity to support manufacturing, urban development and rising power consumption.
Although renewable energy capacity is expanding, coal-based generation remains a significant component of the country's electricity supply.
Higher-efficiency thermal power technologies can improve fuel utilisation compared with older conventional plants, although coal-fired generation continues to produce greenhouse gas emissions and requires environmental safeguards.
The proposed mineral processing and coal gasification initiatives also reflect efforts to develop domestic industrial capabilities.
For Odisha, these projects could create opportunities for investment in supporting infrastructure, supply chains and manufacturing activity.
Project Approvals and Execution Remain Key Considerations
The ₹37,000 crore investment announcement represents proposed project development under preliminary agreements.
Actual capital expenditure will depend on subsequent approvals, project feasibility and financing decisions.
For the thermal power plant, important requirements include land acquisition, environmental clearance, fuel supply arrangements, water availability and electricity offtake agreements.
The mineral processing project will require assessment of mineral availability, processing technology and regulatory compliance.
The coal gasification initiative remains at an earlier stage because its technical and commercial feasibility is still being explored.
Investors and industry stakeholders will therefore monitor further announcements regarding project approvals, construction contracts, implementation schedules and financing arrangements.
Conclusion
NLC India's proposed ₹37,000 crore investment in Odisha represents a major expansion initiative covering thermal power generation, mineral processing and coal gasification opportunities.
The investment programme includes a ₹35,000 crore ultra-supercritical thermal power plant with 3,200 MW capacity and a ₹2,000 crore beach sand mineral processing facility.
Together, these projects could generate approximately 4,500 employment opportunities.
The company will also explore coal gasification technology for potential applications in fertiliser production, adding another dimension to its industrial development strategy.
With existing investments in the Talabira power project, coal mining operations and captive power generation, Odisha is becoming an increasingly important location for NLC India's expansion plans.
The conversion of the proposed investments into operational projects will depend on regulatory approvals, commercial feasibility, financing and execution.
